According to Bloom et al. (1956, p. 25), the following four questions should be
considered and used as a guide in developing curricula:
What educational purposes or objectives should the school or course seek to attain?
. What learning experiences can be provided, which are likely to bring about the
attainment of these purposes?
. How can these learning experiences be effectively organized to help provide continuity
and sequence for the learner and to help the learner to integrate what might otherwise
appear as isolated learning experiences?
. How can the effectiveness of learning experiences be evaluated by the use of tests and
other systematic evidence-gathering procedures?
