An effective program focuses on how well people are doing (and how the program can be improved), not just on the end results. The EMD protocol must not only conform to current medical practice standards, but its design, in wording and structure, must also facilitate compliance to the protocol.

The purpose of the Quality Improvement (QI) Plan is to provide a formal ongoing process by which the organization and stakeholders utilize objective measures to monitor and evaluate the quality of services, both clinical and operational, provided to the patients.
